ENERGY BILL HELP IN COLORADO: LEAP AND EOC QUICK GUIDE

LEAP and EOC are different programs with different rules. Both help people with energy bills!

LEAP (Low-Income Energy Assistance Program): federally funded program that helps people pay part of their heating bills.

WHO CAN SIGN UP?

You may qualify if you meet these guidelines:

  • You are a U.S. citizen or legal resident of Colorado.
  • You pay heating costs directly or as part of rent.
  • Not eligible if your rent is subsidized and heat is part of rent.
  • Your gross monthly household income is 60% of State Median Income (SMI) or less. Click here to check.

WHEN CAN I APPLY?

Nov. 1 to April 30

WHAT ARE THE BENEFITS IF I QUALIFY?

  • Get at least $200 credit on your heating bill each year.
  • Qualifies you for the Crisis Intervention Program (CIP). CIP can repair or replace your heating system if it is not working (for example, your furnace).
  • Qualifies you for the Percentage of Income Payment Plan (PIPP). PIPP lowers your monthly energy bill. Only for Atmos Energy, Colorado Natural Gas, Black Hills Energy and Xcel customers.
  • Qualifies you for the Weatherization Assistance Program (WAP). WAP helps to pay for and install insulation, air sealing, storm windows and doors, LED lighting and furnace repair or replacement in your home.
  • Qualifies you for the Property Tax/Rent/Heat Credit (PTC) rebate. The PTC rebate gives you a tax rebate of up to $660 and a heating expense rebate up to $192 per year. Only for low-income older adults and people with disabilities.

EOC (Energy Outreach Colorado): grant program that helps people pay their energy bills.

WHO CAN SIGN UP?

You may qualify if you meet these guidelines:

WHAT ARE THE BENEFITS IF I QUALIFY?

  • Your gross monthly household income is 80% of Area Median Income (AMI) or less. Click here to check.
  • You are responsible for paying your energy bill. Your name doesn’t need to be listed on the bill, however.
  • Your energy bill is late (past due).
  • You have not used EOC in the current program year.
  • If it is during LEAP season (Nov. 1 to April 30), and you are eligible for LEAP, you must apply to LEAP before EOC. If it is not LEAP season, you can apply directly to EOC.

WHEN CAN I APPLY?

Year round, but only once per year (Oct. 1 to Sept. 30)

WHAT ARE THE BENEFITS IF I QUALIFY?

  • Get up to $1,000 each year to help pay your energy bill.
  • If you heat your home with firewood, pellets or coal, you can get up to two cords of firewood, two tons of pellets or two tons of coal each year.
  • EOC can help pay for City of Aurora water bills.

HOW DO I APPLY FOR LEAP OR EOC?

Is it LEAP Season? (Nov. 1 to April 30)

YES: THEN START WITH LEAP

  1. Get what you need for the application:
    • A copy of your photo ID
    • Social Security numbers and birthdates for everyone in your household
    • Proof of all monthly household income (such as pay stubs, award letters, loans)
    • A copy of your most recent heating bill (or rent receipt if your rent includes heat)
    • If you are self-employed, all receipts for expenses you claim on your profit-and-loss statement
    TIP: Gather a list of your monthly bills and expenses, and how you are paying them. This will help you complete your application.
  2. There are three ways to apply. Choose one:
    1. Apply by phone. Call 1-866-HEAT-HELP (1-866-432-8435).
    2. Apply online at Colorado PEAK: coloradopeak.secure.force.com.
    3. Apply using a paper application. During LEAP season, the application is available here: colorado.gov/pacific/cdhs/leap. To submit your paper application, you can:
      • Email it to: leaphelp@discovermygoodwill.org
      • Mail it to: LEAP, P.O. Box 39200, Colorado Springs, CO 80949
      • Fax it to: 1-855-830-3483 Don’t forget to sign the application before you send it!

  3. Reply to letters or emails from LEAP asking for more information or details. Make sure to reply before listed deadlines. Without your response, you will not get LEAP. If you have questions about letters or emails you receive, call 1-866-HEAT-HELP (1-866-432-8435).
  4. Get LEAP: If approved, LEAP will show up as a credit on your energy bill, saving you money.

NO: THEN APPLY TO EOC

  1. Find an EOC agency that can help:
    Call 1-866-HEAT-HELP (1-866-432-8435) or use the online search tool here: Go to energyoutreach.org/find-agency

    TIP: Call a few EOC agencies to find the best option for you. Every EOC agency has its own way to pay for energy bills. Some agencies pay your full past due amount. Other agencies pay the minimum amount due. Ask about additional benefits the agencies may offer, like workshops on reducing your energy use and lowering your utility bills over time.
  2. Complete an application with your EOC agency.
    If it’s LEAP season and you qualify for LEAP, you must apply to LEAP first, then EOC. It doesn’t matter if you are accepted by LEAP or not. To prove you applied to LEAP, you can:
    • Provide the LEAP determination letter that shows you applied to LEAP (for example, the written letter, fax confirmation or a Colorado PEAK confirmation page).
    • Ask your case manager or navigator to confirm by calling 1-800-787-1824
